You can say that one is a counterpart/equivalent to the other, but they’re not the same guy, and I’m pretty sure they are in the same continuity.

I’m implying that zero is protoman from a different continuity, yes. I wouldn’t say they’re the same character exactly, because their personalities differ greatly (for instance, protoman has one) but as far as capcom is concerned they’re the same character. (not as far as the game continuity is concerned)
