I know people are looking over it, but… Chancellor Neighsay respects Starswirl that much he did not finish the evaluation and just gave Flim and Flam a full accreditation…

Actually Twilight gave several copies of that book to the EEA to get provisional approval. It’s the original curriculum draft from before she created the new guidelines for Friendship Schools.
F&F started the school with a copy of Twilight’s original lesson plans. It is heavily implied by the ending that they might have come from Cozy Glow, which now suggests she and Chancellor are related, and that’s part of his plan, to figure out Twilight’s long-term goals, and then used F&F as a first way to get back at her.
