I still don’t get the difference between tracing and using reference images… When I was still learning how to proportion ponies, I used the head of a pony in one image, and the torso of another, since I wanted to draw them standing, then while I was “tracing” I proceeded to change numerous small details, such as the position of the ears, the shape and irises of the eyes, the position of the legs, the shape of the muzzle, ect… I wouldn’t think of this as tracing, since I used multiple images, and the end result looked nothing like any of the originals, but for some reason I’ve been occasionally told that it is.

Rossramosx traced art. They’re notorious for stealing and tracing art. On the latest of “their” pictures on Derpibooru, they were called out for tracing a very specific image, in the comments. Then a (Derpy Whooves) came and confirmed it. Rossramosx proceeded to go into a mental breakdown. This specific comment was posted on the image that the breakdown was occurring on, shortly after they posted it here, but slightly altered.
No, not at all. It’s quite widely used on safe images.
