Soviets had no naval aviation capabilities during the war either. They did make several proposal and planned designs that existed only on paper. Which WOWS managed to make an entire line of ships based on those.
Azur Lane managed to add one of those proposed blueprint ships as “Volga” which was based on Project 72.
And a Large Cruiser or battlecruiser(depending on who you ask) “Kronstadt” which existed irl as a half built hull.

Their navy was a lacking for most of the war. They just couldnt get right the steel required to build large ships post revolution.
In fact, they a actually attempted to reach out to the US for naval assistance in an anticipated invasion on Japan due to themselves lacking adequate naval capabilities to make such amphibious assaults. Which the US promptly refused. Plus the invasion never happened.
Upon the defeat of the Axis, the Soviets were scouring for whatever ships they could get their hands on from the defeated Axis for know how.

yeah TBH outside of world of warships you don’t hear much about the soviet navy TBH I think its a shame, there were probable some pretty good ships in their arsenal
The Soviet Navy was also in a disarray during WW2. A hodgepog of old Imperial Russian dreadnought battleships and protected cruisers, several classes of destroyers, and a few cruisers, namely the Kirov and Chapayev class light cruisers.
They TRIED to build battleships during the Interwar period, but failed. Namely the “Sovetsky Soyuz” class battleships that had their unfinished hulls photographed by the Luftwaffe from the air.

I could totally see that happening and yet another reason to add to the long long(Comically long) list of reasons why can never and would never have won WW2 and using alternate history it sorta just doesnt work without changing the motivations and character traits of people like Herman Goring and hitler, to the point that it strays from potential history into Historical Fantasy.
Azur Lane has a way of adding in ships that only existed in blueprints or ships that were cancelled and scrapped in the middle of construction.
had many of these planned “paper ships” including entire classes of cruisers, battleships, and even some light carriers they never got to build due to the Kriegsmarine’s fixation towards submarines.
One f the main reasons the Graf Zepplein was never battle ready was because of the Luftwaffe’s refusal to back the Kriegsmarine in providing them with naval-ized warplanes.
MOreover, had next to no experience with building aircraft carriers. They actually had to seek their Japanese allies for ideas on how to build one. Graf Zeppelin was largely inspired by the IJN Akagi design.
Being a mostly land based power, their navy wasn’t as much a priority.
