Because Pinkies modus operandi is all about making people happy. A wedding is a celebration of unification and frequently includes feelings of joy, happiness and goodwill. Being in a room that is full of joy, happiness and goodwill is like a positive loop for Pinkie, where her desire is to increase those positive feelings even more. If she had not been restrained, she’d be screaming for joy, cartweeling all over the place and explosions of confetti and streamers would be everywhere. It’d probably sound like a war and a mare getting murdered for anyone not in the wedding room.
And for a mare like Fluttershy, who values tranquility and peacefulness, screaming and confetti explosions are not exactly how she would want others to celebrate a momentous celebratory event in her life. If it happened, she would accept it because Pinkie is her friend and she wouldn’t want her friend to not be herself. But if she was given a preference, she would likely chose the option of not having screaming and confetti explosions for celebrating this moment in her life.
