it’s called the placebo effect. same thing happened during the cold war with those “duck and cover” drills and making bomb shelters only using a door slanted at a 40-degree angle and using pillows against it. the government wanted to give the people a “safety blanket” so there would be less panic. people will buy anything so long as its said by someone they trust
If you’re gonna put forth an argument you need evidence and tact to shut down the opposition. A good question she could’ve asked Phyillis is “Where is your evidence that we’re always in danger? Show me the statistics of pegasi and unicorn attacks. If there were, please describe what happened during those events.”

My best guess is that some extremist “identitarian” ponies decided to stir up rallies to protest a change in the public square and ended up fatally injuring somepony in the process, sparking a chain of violent clashes and riots worldwide in the process and eventually led to three separate ethnostates being drawn out to keep the non-aggression truce for as long as they can.
A question that I wish had been asked in the movie - what evidence was there that unicorns and pegasi were a threat to earth ponies? When was the last time that anypony in Maretime Bay had seen one of the other tribes? Why prepare for a threat when there’s only a miniscule chance of it actually existing?
I doubt that Phyllis would care either way, mind, but those seem like perfectly logical questions.
Instead of wasting our bits on expensive military technology to instigate war and destruction against other nations over their differences, we should be more focused on funding universal social programs to alleviate the poor, elderly and disabled ponies from their socioeconomic circumstances!
If we continue to live with this ethnocentric mind state, how are we ponies expect to progress forward in world society and expand our horizons??
