That’s not what “vector” means. Vectors are SVGs, or PNGs made of SVGs (or other vector image formats, like .ai). For example, removing the background from a traditional art image does not magically turn it into a vector. It’s still traditional art.

Vectors don’t have to have transparent background. Take a look at this, for example:
