Why would horses wear a condom. They go into heat. Unlike humans it’s extremely obvious if having sex is going to make a baby or not. There’s no need for condoms when mares just innately know if they would get pregnant or not and can just avoid sex on those days.
And no the STD angle doesn’t work either because why would you even include those in your magical cartoon pony fantasy in the first place
