My headcanon is that literal grounding is a short-term punishment for misbehaving pegasi who live on the ground. It does much of what a normal grounding does: restrict play without hindering schoolwork and chores. A foal in grounding gloves is subject to some teasing also.
Low-strength inhibitor rings make magic use harder. It makes daily tasks take longer, like having a leg in a cast. It encourages ponies to reduce their magic use, and adds a bit of humiliation to their day-to-day lives until they’ve learned their lesson. These are used on ponies of all ages, with the strength and duration of the ring depending on the offense.

idk why but this feels ableist.
Nah. She’s physically disabled, not mentally. Scootaloo can understand consequences like any other filly. The only problem is the “grounding apparatus” which actually works in her favor. Immobilizing her wings does almost nothing to her, in contrast with other pegasi.
That might make grown-ups reach for some of the other punishments on the chart. Poor Scoots. Her ears, butt and snout all work perfectly– lending themselves well for foal steering to attitude adjustment, and then corner connecting.

I suspect not. Isn’t like disabled people can’t be disobedient, and not punishing them equally due to their disability WOULD be an unfair bias (perhaps in the opposite direction, but nevertheless).

Depending on the specific offenses that involved each punishment I don’t see this as grimdark or Scootabuse.
