Princess Luna created moon ponies out of lunar dust who, just like her, know how to control dreams. They are completely dusty and their grey/white color corresponds precisely to the lunar surface. Unlike bat ponies, these ponies are directly smaller versions that can manipulate dreams and serve as the main for our nocturnal princess.
