there are a lot of different ways the hierarchy in omegaverse can pan out […] but as enigmas are seen as a superior, even more alpha version of an alpha, most stories featuring enigmas will have alphas at the top of the general social hierarchy, with the rare enigma then being placed even above those alphas.
there is also the term prime alpha, which is barely if at all different in meaning, so it’s entirely possible that’s just more popular in certain fandoms.
