RD morphing into Black Condor as opposed to Blue Swallow is likely a result of matching up her character as opposed to her color.
The obvious reason would that Black Condor/Gai Yuuki is the “cool” jerk-with-a-heart-of-gold member of Jetman. However, an even bigger reason would be that, despite having a rough start with the rest of his team, Gai eventually developed literally undying loyalty for them. In that respect, having RD use his powers is extremely appropriate.
