TBH, I think that out of the others in the Mane 6, Applejack prefers hard physical labour too much, Pinkie Pie would feel too pressured and it wouldn’t be fun for her, Fluttershy would be far too shy and easily panicked, Rainbow Dash would be too rash to make well-reasoned decisions…
Rarity has something of the grace and poise a Princess should have, and is no slouch when it comes to taking charge or finding clever resolutions. But Princess material…maybe?

I’m pretty sure Celestia sensed a personality compatible with being a future leader. Fluttershy redeemed a villain, yes, but she’s also incredibly neurotic and prone to panicking, plus her shyness and insecurity around other ponies is a core of her personality. Cadance simply displayed an early aptitude for everything Celestia knew a good leader would possess. Perhaps if FS overcame her personal obstacles, that would change, but I doubt Fluttershy would even want to be a princess at this point.

Maybe he’s just pretending to have been redeemed and is simply biding his time…a LOT of time. After all, he’s the seemingly-immortal personification of Chaos, he could simply outlive the hell outta the Mane 6 and then take over Equestria (and any other realms) unopposed! MWAHAHAHAHAHAHAHAHAHA!
