My personal headcanon is that “unicorn-style” teleportation involves using magic to literally tear open a hole between two locations for an instant, which explains the flash and the occasional burning.
“Pinkie-style” teleporting involves folding three-dimensional space itself (into the fourth dimension, time), which is why Pinkie can appear in spaces she couldn’t possibly fit in, as well as appearing in said spaces even before it could be possible.

The show seems to imply the warping of time/space isn’t instantaneous like Goku. A short split second lag exists at certain points, mostly in S01. :j
I had assumed an explanation of a unicorn’s teleportation would probably involve finagling spatial physics to bring the destination to you in zero time, rather than you exert any effort to actually get there a la conventional travel.
That said, instantaneous transposition is much, much faster than Mach 1.5 (assuming it can even be measured in such a format), so yes, Twilight is faster than Dash.
You’re all forgetting an aspect of teleportation. namely, the method of making it work. Are you traversing the full distance in an instant? Or is the physical distance being ignored in some way? If the actual distance between start and destination is being ignored, the actual travel speed would be far, far less than any speeds Dash has hit. If the distance is actually being traversed however, different story.
Twilight can teleport.
Fluttershy can only be fast under certain circumstances.
Applejack is faster than RD on the ground, because Rainbow’s speed comes from flying.
Pinkie is Pinkie.

So your right on some occasions, but that doesn’t mean Rainbow is not fast. None of the other 4’s speeds could make a Sonic Rainboom, so Rainbow Dash is technically still the fastest.
On the part saying a distracted Dash was beaten by Twilight, if someone beats someone else in a race because that second someone was distracted that doesn’t mean the first someone could travel faster top-speed. It just means they were able to cross the finish line first. (I mean something like a high-tier sprinter not being good for a marathon.)
