In my concepts the Wonderbolts are specifically a military aerial acrobatics team, so are also airforce personnel. They are also part of an elite group of highly skilled operatives under the title SOAR, or Special Operations and Aerial Reconnaissance. The team was formed as part of the Equestrian military modernization program, which also includes modern equipment and things of that nature.
