No, you can play locally with eight players. You don’t even need eight cards, Play allows you to do this with only one copy of the game (but the other players can only select Shy Guy as their character).
This isn’t a new feature either, Mario Kart DS could also be played with 8 systems without any Internet. Just to test it out, I have accessed the 8 player mode before with all the DS/3DS systems I have accumulated over the years.

Local play (AKA playing with people within 10 feet of you) is limited to 4 though, correct me if I’m wrong.
I always figured Starlight to be a player who uses bots to grind 24/7, steals the shiniest loot after a raid, min-maxing to the point of being overpowered, uses the most broken characters and skills, abuses save states, uber competitive, blames internet and server quality when she’s losing, go on forums whining about bugs but exploits glitches and complains when the glitches are fixed.
I don’t think you can have that many players on any 3DS game, (except online like in Mario Kart 7) but regardless great pic, I like how they all are acting amusing.

Mario Kart 7 does have eight players with local play (if you don’t have your own copy of the game, you have to play as a Shy Guy though).
There are other 3DS games with eight players too (the Sonic racing game is another one of them).
