It’s could just be an enormous coincidence, but the pattern just fits too well to be one.

Not quite. They were just planning on stealthily converting the toy factories into landmine factories. Since enemy forces would make it a priority to target weapon and munitions factories, hiding one of those behind the facade of a harmless toy facility will avoid being attacked.
Ordinarily, I’d think it wasn’t a pony reference and that it’s just the natural things one might think when trying to renew interest in a line of horse toys, but that remark about “identifying marks”…
