Beat up the the bullies, report them to the nearest authorities (teachers, parents, police etc) and bring Fluttershy back to her parents in order for her wounds to be treated - she doesn’t deserve this at all…
I would tell Dumbbell and Hoops to stop hurting Fluttershy and call their mothers to take them home. Afterwards, I would take care of Fluttershy and heal her up.
I’d clear my throat, give them both a good glare and ask them how they would feel if someone did that to them, then take poor Flutters to the proper people to take care of her while I report this abuse to the bullies parents/guardians.
