I think it’s largely due to connotations derived from intended use.
And maybe a little bit because of the fabrics used.
There’s also the matter of context; it is a bit different to wear nothing but thick-underwear-that-plays-nice-with-water to a beach where almost everyone else is wearing more or less the same thing than, say, have someone walk in on you while you’re changing clothes. Especially if you’re a woman and that someone’s a man you haven’t given your blessing to lay his plebeian eyes on your partial nakedness.
So, what I’m saying is, the image Liggliluff posted is a bit of an apples-to-oranges from the get-go. :P

To be fair, swimwear is usually made of thicker, sturdier fabric than underwear, so while bikinis don’t cover more, they sorta kinda cover better.
Also it’s considered socially different, for some reason.

Yes, I’m not a fan of MasterBrony’s version …
The CreatorofPony’s version looks better than that, and that’s before people made the breasts oversized. But the model still have a few polygons and is subdivided to give more polygons. The end result isn’t as great as it could be.
Actually, that was mislabelling in my part due to a memory derp. The head used in that is from the JuiceDane enhanced pony pack, which I mistakenly thought was derived from the older CoP ponies.
Looking at the models in Blender, they’re clearly not. Which is a shame, because the JuiceDane ones are amazing looking, but the CoP ones (still good looking, but not AS good) have much more subdivision friendly topology.

The SFM anthros? TBH Source is 13 years old now. San Andreas and Fable came out that year. What has been changed since then? At least one thing, but I don’t see how allowing more than 128 flexes makes maps incompatible with Gmod.
You know, I actually used Poser once, back when the hot new thing for it was norns. Couldn’t figure out how to reselect an older model after inserting a new one, and didn’t 3D pose again until the new CMC models came out for Gmod/SFM.
