Sure, maybe not ponies, but there must be other shows for 5 years old little children that does contain it. (Albeit not the adult fanbase either).
I think that putting in underwear would imply a butt and would be worse than a little extra thigh showing. It might get parents disted thinking these kid’s show characters are flashing people.

That was an idea of some, they edited screenshots, but I don’t think they ever did any animations.
I do have some potential commissions in the pipeline for such things if the go through.
