Well, in the movie, Princess Skystar described him as “the horned beast” because the Storm King is a satyr-like creature. Even the film’s art director Rebecca Dart has stated: “We were deg him more like a baboon or a yak.” So, I don’t think his horns are part of his crown because his crown was nestled between his horns.
