Honestly a much better villain excuse than most, he’s just trying to enjoy himself and essentially go on a giant ride of hedonism and smashing stuff for the lulz.

He claims he’s trying to build his army up to the point where he can take over the world, but that seems a bit of a excuse. Along with being the ‘King’ of precisely nothing, I’m really not buying him as being anything other than a selfish, vain pirate, who simply loves the lifestyle and only pretends at higher motives.
At first glance, that’s circular logic, since he wouldn’t need to maintain such an armada if he wasn’t doing all this conquest in the first place. So money can’t be the only reason for it.
The only conclusion is that he’s doing it for the fun of it.
“Well, that’s my point. I can’t keep this up without taking your fortunes to pay for it.”
“No, I mean it’s morally bankrupt to steal from us just so you can keep stealing.”
“Oh! Okay, that makes more sense. But yeah, since I can’t spend morality I don’t bother with that. Hand all of it over. I did ask nicely and said please and everything.”
“You meant that sarcastically.”
“No, I meant it ironically, since I wasn’t asking at all, but demanding. Now, quit stalling.”
He can’t keep robbing and plundering forever. Gotta settle down sometime.
I agree. It makes him feel like an actual person, rather than a walking personality disorder.
