The edit has been made in vector, and can therefore be upscaled indefinitely, and that’s why Fluttershy’s legs, skirt and panties looks very sharp. However, the source video is rasterised and is limited in how you can upscale it, and therefore is blurry when upscaled.

Based on her personality, a push-up bra & bikini panties are something she felt not ready to wear them unless she’s in relationship with a boyfriend. So she kept everything low profile for the time being.
I could see Rainbow wearing a sports bra as her outfit, but possibly as underwear too. But I wouldn’t be surprised if Fluttershy wore that kind of bra too.

Of course, bikini/tanga is standard panties size. But Fluttershy is body shy, so she could be wearing panties that covers more. …especially if the skirt would flip over like that.
