That (or at least something similar) seems to be quite a common headcanon.
‘Cause if that wasn’t sort of how it worked in a lot of peoples’ eyes, then art of magic-suppressing horn rings probably wouldn’t be so common as it is.
Headcannon time: Unicorn horns require open air to function. Cover them up tightly enough with a thick enough material, and the horns essentially “suffocate.” They are thus unable to use any magic until the covering is removed.
