Maybe it’s just an amalgam of the two characters so if half the fan base would pay for one but not the other, then they’ve got their bases covered and everybody wins.
If you like it the figure, but really care that it’s one character or the other, then by all means buy it and know for certain that you’re 100% right and no one can ever prove you wrong.

Artistic choice, I suppose. Many fan artists gave pony Twilie glasses on their pics.
