I didn’t say I didn’t think the scenario/setting was dystopian, I said I didn’t think the story was dystopian in nature. The story isn’t focused on fear of castration except initially by the protagonist who later changes his mind (but then he can’t go back). Most of society accepts gelding as a socially responsible thing that is celebrated as a rite of age to adulthood—geldings aren’t slaves or anything like that, and they have all the same rights as mares.

Perhaps you misunderstand the intent of the story. It is neither to shock nor disgust, nor do I find it very dystopian in nature. But I do expect the theme and many of the events to be disturbing to most ponies.
HOLY HELL that story looks absolutely awful, I find myself physically sick when reading regular dystopian stories (I hate almost the entire genre with a ion due to this), and even half the shit that currently happens in the world makes me want to meet my end, so obviously you’ve created something truly cursed and upsetting. Great job on the story succeeding in it’s intention I suppose?
From what I can , they collect and freeze a batch of semen before the operation and use artificial insemination for reproduction.
Now I’m curious to read it to find out just how the mares make new foals when all their coots are gelded.
