Would be cool if Pegasi and Earth ponies could do magic, and unicorns are just adept at it because their horns act as natural focusing points for the magical ether that exists within Equestria.

It doesn’t necessarily require a core horn for the two outer horns to wrap around, but that would probably give a better spiral pattern.
