They’re the main Canterlot background ponies. This is like saying the main twenty-two or so Ponyville background ponies are all one big family because they show up together.
Or the animators working on crowd scenes think those color combinations & character designs go well together. Much like how Lyrabon started. Headcanons, away!

Same eye color doesn’t necessarily imply relation. And it’s way more likely that they would be an elite group of friends (since they seem to fall into the same age group) than a family.
