It never was in The Sims outside of mods. The game was only programmed to have one type of puddle, Which includes water that would come from broken plumbing too. So when I ed a mod that replaced water with yellow puddles, All of the water puddles were yellow.

Pepsi Blue is easy to make, just add some Berry-Blue Kool Aid powder to Mountain Dew. Close enough, IMHO; add food coloring and that’s that.
