Well, know. Since this isn’t written as if the BBC moved to Equestria. It’s written as if Equestria somehow moved to our world. Or a bridge opened between the us and them and they could integrate into our own world of international politics.

… I just realized I was dealing with head canon here. Mayor Mare brings to mind a career politician preparing for her next campaign, and that seems to be the image she was meant to evoke. However, there technically hasn’t been anything canonical that confirms she’s an elected official. She just really brings one to mind.

In all honesty it’s not even clear how it works higher up either IMO.
Celestia clearly has some power as an actual monarch, but also appears to spend a lot of time schmoozing and appeasing others implying definite limits and power sharing, and back in tribal era there appear to been ruling councils and appointed leaders and such. I think it’s quite possible something like the old English parliament actually exists in Equestria and her position isn’t actually unassailable and impregnable. In point of fact her producing a system whereby she could be second guessed, overruled, or possibly even be removed in an extreme case seems like something she might well put forward herself, particularly post Nightmare moon where her only nominal equal and possible check on her power is now gone and the potential for an Alicorn to go nuts is all too clear.
It could be interesting to consider that in Equestrian history the Nightmare moon incident was the start of reforms similar to those represented by documents such the Magna Carta in our world that led toward a progressive weakening of the crown and shift toward a constitutional state. It also helps explain why Luna seems less involved or even disinterested in helping rule the nation. The government has quite radically changed in her absence. When she left she and her sister were absolute monarchs that did as they pleased, which isn’t even CLOSE to the case she finds when she comes back.
It also kind sets up an interesting counter to allot of fanon too where Luna is thus the archly conservative one who probably pines for the old days where she could rule by decree without a hint of dissent, while Celestia is the progressive one that’s spent centuries producing reforms that have increasingly displaced the need for her in the everyday running and direction of the country. (Perhaps her end goal is even to have herself removed entirely to allow ponies to rule themselves, with her remaining as a figurehead at most in the vein of current European ‘monarchs’)
