I am not sure, but would edge on the side that that is Andy’s addition. Look at that page’s layout:
 

 
Knowing that Katie is going to script out with accurate information (being a comic artist herself), I would not be surprised if this started on her side as the simple 4 center s w/ Luna in a horizontal layout. Andy, seeing the opportunity to embellish without really altering Katie’s story, added in the four border s to inject the Observer there. Note how the text lettering in those s is not consistent with the others, suggesting Andy added those parts and were not part of the script.
 
Again, I drop back to what Katie herself has said: she has never seen Fringe and so anything she specifically writes is happenstance.

The thing is, the observer pony even had a few lines in that comic, which certainly makes the connection more strongly felt.

No, not really. At least, Fringe has no claim of originality on the concept of a mirror/alternate-self universe, it’s just the show’s execution was done rather well to make it a good human drama. So far, only Andy’s art has made the explicit connection (Observer, “There’s More than One of Everything, etc.”) and as bg art.

But that’s basically what the new comic is all about.

As Andy has said, the little nods to Fringe are his, but as Katie has never watched the show, all you can expect are small drops, we’re not going to get a whole plot reference to Fringe directly.

In a universe substantially more than 10 to the power 10 to the power 70 meters across this would be true.
