I guess the totalitarian nature of her town kinda does yeah, but Amon also had serious belief in his vision despite his intense hypocrisy, all the villains in Korra did (well Im not entirely sure about Unalaq).
Anyway they really resembled each other, not only with the whole equal thing. But also when it comes to rare abilities and using paint to fake others in believing them.
