There is a fish whose head is basically eyes, the barreleye or spookfish:
Its clear head lets it look up through itself, and some scientists think the green glow of the eyeballs is a filter that makes it blind to sunlight, so it can spot bioluminescent fish even in daylight.
If they stayed down forever, sure, but if they’re jut dipping their head under for a few breaths it’s okay.
