This scene alone is not. But entire episode still develop their complicated relationship further. Just like with Tirek incident they gradually resolve conflicts and Discord grow as a character. Storywise is more valuable than some ponies standing next to eachother. Of course they aren’t canon but I expect more stories in further seasons to explore them step by step. For now Discord was just established to be very possesive of her and clingy. That’s a + for the shippers even if it’s only one sided.
