Ah yes, in the comics that was a flashback from before changelings got their Swiss-cheese look.  
So maybe it doesn’t mean anything for the series.  
How maybe the show writers liked the design, which is pretty cool.

Notice how her horn and wings have way fewer holes in them.  
I guess this confirms that she will be reformed.  
Glad that her color scheme didn’t change.
